WTO rules: If countries do not have free trade agreements, they must act according to rules of thought defined by a global body called the World Trade Organization (WTO), which means taxing goods. This means that phase 2 of the negotiations can begin. In Phase 2, the EU and the UK continue to negotiate the withdrawal agreement. But they are also beginning to discuss a transition period and explore their future relationship. The Northern Ireland Protocol is part of the Withdrawal Agreement, which comes into force as part of an international treaty. In addition to an agreement on goods, the Uk wants an agreement on services that make up a large part of its economy.

This is not part of the discussions, but separate agreements on issues such as the banking system are still possible. A February 2018 report by the International Trade Select Committee warned against trade with 70 nations, which “fall off the cliff” if the government does not act quickly to topple EU trade agreements.
